22-Among indictments handed down the Federal District Grand Jury' Wednesday was that of Ralph E. Richards, known in Macon as Paul Curtis, for using the mails to defraud. According to the indictment Curtis used the name "Community Victory Program" to defraud merchants, firms, and corporations, operated under fraudulent pretenses, and made false promises. Jack Gautier, Assistant District Attorney, says that Curtis operated in Macon, Atlanta and other cities saying that he was representing some organization sponsoring radio programs with Hollywood stars, and called on local merchants to donate money to be listed as co-sponsors of the show. The money was supposed to go for servicemen's welfare.

sac according to Gautier, the shows were few, some so-called sponsors were not listed, and mails were used in the process of collecting the fraudulent solicitations. The indictment lists 12 other acts committed by the defendant who in addition to his given name, operated under 11 aliases. Curtis as he is known in Macon, is out under $5,000 cash bond. A warning came from the District Attorney's office, that such frauds based on war projects are now apt to turn up under veteran or reconversion fronts. The only safe way is to deal with persons that they have proper introduction and authorization from necessary local authorities.

Runaway Girls Juvenile Problem MACON, Aug. 22-The national headache young runaway girls is definitely a Bibb County problem, too, records in Bibb County Juvenile Court showed this week. The leading offense against white girls brought into court, said P. H. Haverfield, probation officer, is that of running away from home.

Haverfield cited figures from a semi report just completed by the Court, stating that during the first six months of 1946, 33 white boys made an appearance in juvenile court and that 19 white girls had hearings. The leading offense among the 33 white boys was stealing. Theft also was the leading factor which brought 112 Negro boys under the jurisdiction of the Court, while carelessness and mischief were principal offenses committed by the 79 Negro girls arraigned. Haverfield commented that in more than half of the 40 white neglect cases investigated by the Court, it was the mother who did the neglecting. The father was the neglecter in most of the 43 cases of this type among Negroes.
