Johnson Dam Objection Qualified LEWISTON, Idaho chairman of the Idaho Water Resource Board has told the director of the Council on Environmental Quality that board member Scott Reed was acting unilaterally when he wrote, in oppostion of the lower Dam project in southeast Idaho. Streiff, Lewiston, said Train should understand that the seven other voting members of the board strongly support the project as being in the interests of Idaho and the nation and do not share Mr. Reed's views.
Reed wrote Train Aug. 20 and said "the Teton Dam should not and I cannot legally be constructed as proposed." Reed asked the environmental quality council to stop the project on the grounds that it cannot be economically justified. 'Intellectually Dishonest' "His (Reed's) argument that the economic feasibility cannot be justified by merely updating past cost is intellectually dishonest unless past benefit: are also updated," Streiff wrote. "Power values, land values and recreational benefits have increased since the project was authorized in 1964." Reed's argument "a classic instance of the passionate preservationist's devoto the rocks and rural of Idaho which is oblivious to the needs of the fruited plain." Dick J. Kink Dead at 49 BELLINGHAM, Wash. (AP) Former State Rep. Dick J. Kink, 49, died at his home here Sunday night.
Kink, a Democrat, had served for seven consecutive terms in the House before being defeated in 1970. Services will be at 11 a.m. Wednesday at the Church of the Sacred Heart. During the 1963 session, Kink and five fellow Democrats joined the minority Republicans to organize the House under then Rep. William Day of Spokane.
Kink came back the next year to win his re-election with the biggest majority of his career. A long-time captain and commercial fisherman, he had represented fishing interests in the legislature. At the time of his death was safety engineer for Ralph M. Parsons a contractor at the ARCO Cherry Point Refinery. Surviving are his wife, two daughters, his mother and a brother, Mitchell, a Bellingham city councilman.

Rate Boost Plea Stirs Water Survey EL GG, Idaho- -Mayor Roger Fulton of Kellogg reported that Kellogg, Wardner, Osburn and Smelterville have joined in a feasibility study of the area domestic water situation. He said a Seattle engineering firm has been contracted to make the survey to determine costs and the possibility of community purchase of the present system of the Idaho Water Co. He said the study will take from 60 to 90 days. Mayor Fulton added that studies also are to be conducted on availability of a federal loan for such a deal.
Idaho Water Company's application to the Idaho public utilities commission for water customer rate increases, running as high as 184. per cent for private residents and 133 per cent for commercial users, has prompted the study, he said.
